New oils with halogen contents above 1,000 bits per million are likewise classified as waste oil. Fluorine, chlorine, bromine, iodine, astatine, and Tennessee are examples of halogens. Halogens are mostly present in lubricants due to the usage of additives. Lubricants with additives would be considered waste oil if they had the above components and were present in concentrations of more than 1,000 ppm. Metalworking fluids with chlorinated paraffin would be an exception to this, and if they are intended to be recycled. They may be exempt from the 1,000-ppm restriction.
